As President of AltCap, Ruben Alonso is responsible for the overall administration, management and ongoing development of the organization and its targeted lending activity as well as its small business and economic development programming. He has led the organization since 2007 overseeing its certification as a community development entity (CDE) and then as a community development financial institution (CDFI). 

Under his leadership, AltCap has grown from a CDE specializing in New Markets Tax Credit (NMTC) facilitated financing to a socially entrepreneurial CDFI providing a variety of innovative financing products that support small business investment in low- to moderate-income communities. Since becoming a certified CDFI, Ruben has lead the development of AltCap's targeted loan funds which provide alternative, nontraditional debt capital to underserved businesses (e.g. minority contractor loans) and communities (e.g. facade improvement loans).  He continues to lead AltCap’s participation in the federal NMTC Program which has resulted in $158 million in NMTC allocation authority awarded from the CDFI Fund since 2008.  Responsible for all NMTC investment activity Ruben has originated, underwritten and structured $150 million in NMTC facilitated financing transactions, including a $5 million NMTC capitalized small business loan fund - the first of its kind created in Kansas City, Missouri. In addition to his role with AltCap, Ruben is also founder and Executive Director of AltCap's "sister" 501(c)(3) organization, Community Capital Fund, which he established to promote and support neighborhood capacity building in Kansas City's economically distressed communities. 

Prior to his role with AltCap, Ruben was a Project Manager for the City of Kansas City, Missouri's Development Finance Division, a program manager/consultant for the Los Angeles Minority Business Development Center, and Finance and Royalty Accounting Supervisor for EMI Recorded Music.  

Economic development projects are the focus of Korb Maxwell’s practice. He has negotiated, secured approval of, and documented hundreds of millions of dollars in incentives for his clients’ projects in every asset class of real estate.

Korb’s area of concentration is on large-scale development and employment projects that utilize complex federal, state, and municipal development incentives. His experience in working with municipalities and states in structuring and implementing incentive packages provides him with insight and practical experience that benefit clients’ real estate, economic development or employment projects.

Korb has significant experience with:  STAR Bond, Tax increment financing, Transportation development districts, Community improvement districts, Special benefit districts, Neighborhood revitalization areas, Real and personal property tax exemptions, Numerous federal and state tax credit programs.  He often appears before municipal governing bodies, on behalf of his development clients, in jurisdictions throughout the Midwest. 

Korb also regularly represents landowners, developers, and business entities before municipalities in zoning and development plan approvals.  He has shepherded millions of square feet of development projects though the “right-to-build” process in Kansas and Missouri. Through his development work, Korb has gained practical experience in all aspects of real estate transactions, including purchase and sale agreements, title review, leases, lending and bond documentation, easements, and restrictive covenants.

His extensive interaction with government and the political process has provided him broad connections throughout local, state, and the federal government that allow him to secure results for development, corporate, and government affairs clients at all levels of government.

Korb put his experience to work in the public policy arena by drafting recently approved major pieces of Kansas legislation, including the Kansas Economic Growth Act (Kansas Bioscience Authority enabling legislation), the Community Improvement District Act, and advising policymakers on STAR Bond and employment incentives amendments.
